An automobile insurance executive believes that there is a relationship between automobile color and driving (Speeding) habits. Using a combination of information from policy statements and DMV records, she compiles the following list of data. Each data point is the number of miles per hour the drive was going over the speed limit when ticketed.

I think the independent variable is the color of the car. So the dependent variable would be how much over the speed limit the driver was going.

The independent variable is the color of the car and the dependent variable would be the amount of speed. The outcome of the study depends on whether they were speeding at all in the first place. You’re looking at speeding, not colored cars. If the color of people’s cars were the dependent variable, you would have to finde everyone with a car color (basically everyone with a car in the first place) and include them in the survey as opposed to finding everyone who was speeding and including them.
